My Cradlepoint is in passthrough attached to a secondary WAN of another router. How do I reach an Cradlepoint's management interface from my primary edge router's LAN?

You must input a static route into your edge router pointing to the interface the Cradlepoint is attached to for the Cradlepoint's management IP address (192.168.0.1 by default).
On a Cisco, for example, the route will look something like this: Router(config)#ip route 172.16.10.0 255.255.255.0 fe0/2 -- Whereas fe0/2 would be the interface the Cradlepoint is connected to.
